LEY DE INGRESOS. SI EL QUEJOSO TIENE INTERES JURIDICO PARA RECLAMAR LA LEY QUE REGULA UN IMPUESTO ESPECIFICO, TAMBIEN LO TIENE PARA IMPUGNAR ESTA.
La ley de ingresos constituye un catálogo de gravámenes tributarios que condiciona la aplicación de las referidas disposiciones impositivas de carácter especial, de manera tal que si un impuesto no está previsto en ella, por regla general, no podrá ser aplicado a los sujetos pasivos del mismo. Por tanto, cuando el quejoso ha demostrado su interés jurídico para reclamar la inconstitucionalidad de un impuesto determinado, debe considerarse que también lo tiene para impugnar la ley de ingresos respectiva que condiciona su aplicación.
