LEY DE VIAS GENERALES DE COMUNICACION. EL CAPITULO DE EXPLOTACION DE CAMINOS NO VIOLA LOS ARTICULOS 14 Y 16 CONSTITUCIONALES.
El ordenamiento de que se trata no viola los artículos 14 y 16 constitucionales, puesto que establece claramente la garantía de audiencia, al señalar los trámites que deben seguir los interesados para obtener la concesión respectiva, en los cuales tienen oportunidad de hacer valer sus derechos y rendir las pruebas conducentes, y la fundamentación y motivación legal, radica en las disposiciones legales de que se trata, con base en las cuales debe otorgarse o negarse la concesión relativa.
