ACTOS Y RESOLUCIONES ADMINISTRATIVAS, PRESUNCION DE VALIDEZ DE LOS MISMOS.
No es admisible que la sentenciadora debiera reconocer la presunción de validez de los actos y resoluciones de la autoridad administrativa, pues tal presunción opera sólo cuando estos no son impugnados de manera expresa en la demanda o respecto de los cuales no se allegaren elementos de prueba bastantes para acreditar su ilegalidad.
