Si por los jefes de las Oficinas de Licencias y de Reglamentos y por el oficial mayor, rinde informe el secretario general del Departamento del Distrito Federal, debe decirse que lo hace sin capacidad para el efecto, pues no tiene la representación legal de esas autoridades inferiores.
