Artículo 15. La Secretaría podrá llevar a cabo estudios para determinar la existencia de plagas o enfermedades que afecten a la vida silvestre, en los cuales establezca su distribución y prevalencia en las diferentes regiones del país, a fin de conocer su condición y comportamiento. Para ello, promoverá la integración de una red de laboratorios conformada por instituciones de educación superior y de investigación, de los sectores público o privado, o por organizaciones de productores.
