SUSPENSION DE GARANTIAS. LEY QUE LEVANTO ESE ESTADO.
La Ley de 28 de septiembre de 1945, publicado el 1o. de octubre siguiente que levantó el estado de suspensión de garantías, careció de validez constitucionales porque no fue refrendada por todos los Secretarios de Estado.
