ESTACIONAMIENTOS, IMPUESTO POR NO PONERLOS.
La creación de impuestos para el Distrito y Territorios Federales, es facultad privativa del Congreso Nacional; por tanto, el decreto de veintiocho de julio de mil novecientos cuarenta y nueve que crea un impuesto a quienes construyen edificios de determinada magnitud, sin local para estacionamiento de vehículos, es inconstitucional, por provenir del Presidente de la República.
